Funding is available for emergency housing repairs for eligible tribal partner’s members under the NAHASDA Emergency Repair program. The program is for dire emergencies, is based on need, and is not intended for routine maintenance requests. Emergencies are defined as “Repairs requiring immediate corrective action to correct a hazardous condition that threatens the health and safety of the occupant”.
- Applicant must be the owner of the property and have lived in the home over a year.
- Applicant must occupy the property.
- Applicant must be located in a Tribal Partner’s Community.
- Tribal member of one of our Tribal Partners.
- Total household income may not exceed 80% of the median family income level.
- Assistance amount must be paid back if home is not occupied. (Sold, rented, and transferred by recipient for 5 years after completion.)
- Total repairs are limited to $10, 000.00 or three occurrences over a 5-year period.
Typical Emergency Repairs:
Emergency repairs can be defined as: “Repairs requiring immediate corrective action to correct a hazardous condition that threatens the health and safety of the occupant.”
Applicants must, of course, be eligible for NAHASDA assistance to receive any repairs.
Here are some examples of emergency repairs:
- Furnace broke down. No heat in the home. Repairing a broken furnace that is the primary heat source in the home can qualify as an emergency repair. Any repairs associated with the broken furnace that are required to make it functional can also be part of the emergency repair. Replacement of a heating system is eligible only if a professional heating mechanic determines the existing heating system cannot be economically repaired. Note: A homeowner is responsible for routine furnace maintenance and keeping clean fuel in the system.
- Hot water heater burned out. No hot water in home. A failed water heater will be replaced with a new water heater of same type. Changing a water heater to a totally new type of system does not qualify as an emergency.
- Broken pipes and plumbing leaks. Broken or frozen pipes and plumbing leaks are an emergency. Emergency repairs shall be made to fix the leak. Replacement of pipes is eligible (up to the dollar cap) only if a qualified plumber determines that the existing pipes cannot be repaired. Repairs to adjacent and related components can be eligible if they were caused by the leak and are required to make an effective plumbing repair. Note: If a homeowner wants all plumbing replaced just because it is old, this is not an emergency.
- Electrical system stops working or there is a sudden electrical hazard. Repairs to correct the hazard are eligible. Replacement of old wiring/components is eligible only if a qualified electrician determines the existing system cannot be economically repaired. Note: If homeowner wants an old electrical system upgraded, this is not an emergency.
- Imminent structural collapse. If any structural portion of a house (such as foundation, floor, roof, or front entry) is determined by THRHA to be ready to collapse, this can be considered an emergency.
- Storm damage, roof leaks. Emergency repairs can be made to fix storm damage or a roof leak. Full replacement of a roof (up to the cap) is eligible only if a qualified roofer determines the roof is beyond repair and needs a full replacement. Note: Repairing water stained ceilings caused by old leaks is not an emergency.
THIS IS NOT NECESSARILY A COMPLETE LIST OF EMERGENCY REPAIRS. A THRHA NAHASDA INSPECTOR CAN MAKE A FINAL DETERMINATION. THIS PROGRAM IS NOT INTENDED FOR ROUTINE MAINTENANCE!
Some situations exist where the condition of the structure is unsafe or unsanitary conditions exist that jeopardize our work force, or an uncooperative client. If the cost of the repairs exceeds our program limits, THRHA may refuse service. If this option is exercised, THRHA will inform the client, in writing, why the service is being refused.

Please make sure that you fill out the application thoroughly and completely, any omissions or errors can delay repairs. NAHASDA requirements prohibit us from taking any actions until all application and verifications have been complete.
Verification is the 2nd step in the application process. Since eligibility determination is also based on family/household income, there may be additional verification forms that you will need to download, fill out and return before we can begin repairs to your home.
